NewCommand creates a new run command.

Run runs the command with options and CLI arguments.

It runs the script once, and again for every SIGHUP: a reload cancels the generation running so a served script runs its shutdown callbacks and stops listening, then re-reads the file. SIGINT and SIGTERM end it for good. All three arrive through ctx, which the runtime is given, because a script with nothing watching would ignore them.
