cluster claim 이 생성되면, reconcile 함수는 해당 cluster claim 의 status 를 awaiting 으로 변경해준다. 해당 claim 으로 생성한 cluster 에 대한 cluster manager 의 생성은 hypercloud-api-server 에서 진행된다.
