Factory links a public Definition factory without reflective policy calls. The definition is created once per build; Capture still creates each Program.

func New[I, O any](definition policy.Definition[I, O]) rhandler.TypedHandler
New installs an explicitly selected generated policy; ordinary custom Go and Velty handlers do not acquire this orchestration implicitly.
