BuildP2 builds `/p2/{vendor}/{packageFile}` for an already resolved package. Dev variants return an empty version set; overlay rejection maps to serr.ErrNotFound. Dist URLs are host-sensitive, and the caller resolves addressing first for ETag calculation.
