Package tools defines hmm's core tools: read_file, list_dir, grep, and run_command. Every tool caps its output, and run_command is gated behind --yolo or an interactive y/N.

Set builds the core tool set in a stable order.

Config parameterises the tool set. Confirm is the interactive gate for run_command: it receives the full question to put to the user (including the exact command line) and reports whether they approved. A nil Confirm with Yolo unset means run_command refuses — the non-interactive default.
