ImportURL is the loopback base URL at which vmagent accepts pushed samples (its /api/v1/import/prometheus and related handlers). Samples pushed here ride the same remote-write destination, identity token, on-disk queue and retry as the scraped application metrics. Unlike the scrape path, nothing relabels a pushed sample, so the pusher owns its own cluster identity labels.

DisabledReporter watches for applications that asked to be scraped while the cluster has no remote-write destination. It makes the disabled state visible without starting vmagent or touching the private scrape endpoint.
